According to PEGI, you'll step into the shoes of Jason Duval or Lucia Caminos, two criminals caught up in a conspiracy after a failed robbery. Their story unfolds in Vice City, where they get deeper into criminal activities. The violence is described as "bloody with a high degree of realism," and some weapons can cause "detailed decapitation and dismemberment." So, yeah, it's brutal.
Drug use is "frequent and prominent," and you can use illegal substances directly from your inventory. Cocaine is a big deal in Vice City—you can snort it straight from your hand whenever you want. The rating also highlights "strong sexual themes," including nudity, intercourse, and occasional fetishes. In night clubs, you can pay for private dances and even move the dancers' hands onto their breasts and buttocks.
Other issues include harm to domestic animals (though not as detailed as humans), the F-word used prominently, and the C-word occasionally. Discriminatory language can be heard on TV and radio.
